You can access the survey here. Feedback is welcome July 15, 2022, to August 15, 2022. Once the consultation is complete, the Government of Manitoba will review all responses and request any necessary revisions to the plan.


MMSM resubmitted its draft Transition Plan to full EPR for the Manitoba Packaging and Printed Paper stewardship program to the Minister of Environment, Climate and Parks on June 3, 2022.

Following a comprehensive consultation process, MMSM submitted the draft Transition Plan to Minister Guillemard on November 17, 2021, outlining how it proposes to transition the current shared responsibility model for the delivery of residential recycling of packaging and printed paper to one that is fully operated and financed by industry.

The draft Transition Plan reflects the input received from stakeholders during consultations over the past five months. The process by which MMSM consulted with stakeholders and the input received is summarized in the Consultation Report.

MMSM would like to thank all stakeholders for their valuable input and looks forward to working with the Department of Conservation and Climate on more consultations in 2022.

July 5, 2021

MMSM will host webinars on July 14 and 20 to discuss several topics of interest to the steward community. Topics include: 

  • What it means in Manitoba to shift to full EPR.
  • MMSM’s stakeholder engagement approach.
  • Components of a Transition Plan.
  • Potential changes being considered by MMSM’s board as part of the transition to the scope of obligated parties and materials, new performance targets, and more.

The same webinar will be conducted on two different days.

Two workshops were held on July 13 and 15 with 12 municipal and Indigenous representatives. The goal of the workshops was to gather input on eight key topics of interest to stakeholders, discuss proposed features of full EPR, as well as potential transition options.
